Circular Letter Number 7 of 2020 on Criteria and Requirement for Travel in New Normal Adaptation Period towards Productive and Safe from Corona Virus Disease 2019 (COVID-19) Society.

Indonesian Covid-19 Response Acceleration Task Force has issued a new Circular Letter as a national guideline and reference which is CL No. 7 of 2020 on Criteria and Requirement for Travel in New Normal Adaptation Period towards Productive and Safe from Corona Virus Disease 2019 (Covid-19) Society.

This Circular Letter regulates regarding travel between regions, including arrival of foreigners from overseas to Indonesia with the obligation to provide PCR test result, rapid-test result, or letter of free from influenza-like illness. The highlights of this Circular Letter are as follows:

General Requirements

Every individual is required to wear mask, keep their physical distance from each other, and wash their hands. Additionally, every individual is also required to download Peduli Lindungi application to their phone.

Requirements for Domestic Travel

Every individual which travel outside of region (district or province) using public transportation (except for commuter or travel in agglomeration region) is required to have identification card, PCR test result which is valid for 7 days or rapid-test result valid for 3 days or letter of free from influenza-like illness.

Requirements for Arrival to Indonesia

Every individual (include foreigners) arriving to Indonesia territory is required to have PCR test result or conduct a PCR test upon arrival at the checkpoint. If PCR test is not possible at the location, it can be replaced with rapid-test plus letter of free from influenza-like illness. For commuter passing through cross country checkpoint, only the letter of free from influenza-like illness is required. For those who conduct PCR test upon arrival, they would have to be quarantined while waiting for the test result in the designated quarantine location by the government.

Surveillance, Management and Evaluation

For individual which has influenza-like illness or is declared reactive/positive of Covid-19, they would need to be quarantined in government designated location or conduct self-quarantine under government surveillance.

Closing

This Circular Letter revokes the previous 2 Circular Letters of Covid-19 Response Acceleration Task Force, which are SE No.4/2020 and SE No.5/2020 which limited the travel between regions and arrival to Indonesia, except for those working in medical, security, basic needs, and important economic function sectors. This new Circular Letter allows every individual despite their work sector to travel between regions or come to Indonesia as long as they fulfill the health requirements as above-mentioned.
