The Government of the Republic of Indonesia has issued the latest regulatory adjustment Circular Letter Number 20 year 2021 Health Protocol for International Traveller during Corona Virus Disease (COVID-19).
Health Protocol for International Travelers
a. The Restriction for Foreigner refers to Regulation of Ministry of Law and Human Rights Number 34 of 2021 and Bilateral Travel Corridor Arrangement (TCA);
b. International Traveler entering Indonesia, with requirement as written below;
i. International Traveler are required to show COVID-19 vaccination certificate/card (in physical form or digital form) as proof of completing vaccination in full dose minimum 14 (fourteen) before departure;
ii. Indonesian who have yet to be vaccinated abroad, will be vaccinated at the place of quarantine after arrival in Indonesia and upon completion of the second RT-PCR health test with negative result;
iii. Foreigner who have yet to be vaccinated abroad, will be vaccinated ath the place of quarantine after arrival in Indonesia and upon completion of the second RT-PCR health test with negative result, under the following criteria;
1) Age 12-17 years old;
2) Holders of diplomatic/service stay permit;and/or
3) Holders of Temporary Stay Permit (KITAS) and Permanent Stay Permit (KITAP).
iv. Foreigners who are already in Indonesia and need to travel, both domestically and internationally are required to be vaccinated through a program or mutual cooperation scheme in accordance with the laws and regulations that will be announced accordingly;
v. Foreigners who aren’t required to present their COVID-19 Vaccination Certificate (physical form or digital form) as proof of completing vaccination in full dose are;
1) Diplomatic Visa Holder or Official Visa Holder and Foreigner who enter Indonesia only for transit;
2) International Traveller under 18 years;
3) International traveller with specific health condition or comorbid disease who have yet to be vaccinated, attaching the Health Letter from Public Hospital which stated the foreigner have yet to be vaccinated due to their health condition.
iv. Card or Certificate (physic or digital) as a proof that has received COVID-19 vaccinated full dose is written in English besides the language from the origin country.
c. RT-PCR health test are required for international travellers with 3×24 hours before departure and e-Hac International Indonesia;
d. Every international traveler are required to do RT-PCR health test after arrival in Indonesia and undertake quarantine for 5×24 hours at the accomodations which certified by the Ministry of Health, with provisions
1) For Indonesian who are Immigrant Worker, Student or Official which come back from the official visit in accordance with the Letter Decree of The COVID-19 Handling Force Number 14 year 2021 concerning Entry Point. Accommodation for quarantine and RT PCR are supported by the Indonesian Government;and
2) For Indonesian who aren’t include to the criteria above and for Foreigner are undertake quarantine at the accomodation quarantine.
e. Accomodation Quarantine are should be place which certified by the Ministry of Health;
f. Head of Foreign Representative along with their families are allowed to undertake self-isolation for 5×24 hours at their respective residence;
g. After completing 5×24 hours mandatory quarantine and tested positive, all international travelers are encouraged to undertakeisolation and/or hospital treatment;
h. If foreigners can’t afford the quarantine and/or hospital treatment then the Sponsor, Ministry/State-Owned Enterprises who gave them a permit to enter Indonesia can be asked for responsibility;
i. For foreigner and Indonesian take a second RT-PCR on the forth day of quarantine;
j. After completing 5×24 hours mandatory quarantine and tested negative, all international travelers are encouraged to undertake self-isolation at their respective residence up until a total of 14 days after arrival in the Republic of Indonesia;
k. In case it tested positive then it will get a treatment as mentioned at point G;
l. RT-PCR test examinations can be requested by filliong out the form provided by the Port Health Office (KKP) or the ministry in charge of health affairs for the Jakarta and surrounding areas with the cost of the inspection being borne by the international traveler;
m. The implementation of the RT-PCR comparison test is carried out by the Cipto Mangunkusumo Central General Hospital (RSCM) or Rumah Sakit Gatot Soebroto Pusat Angkatan Darat or Rumah Sakit Bhayangkara Raden Said Sukanto (Polri Hospital);
n. KKP International Airport and Seaport facilitates Indonesian citizen or foreigner who need emergency medical services upon arrival in Indonesia;
o. Every International Traveler required to use PeduliLindungi application to enter Indonesia;
p. Every transportation at the entry point of international travel required to use PeduliLindungi;
q. Foreigner with the purpose of leisure enter Indonesia with the provisions below;
1)The entry point is airport in Bali and Riau;
2)Present the proof of full dose COVID-19 vaccination (card/certificate) with a Negative Test Result of RT-PCR;
3)Apply for a Short Visit Visa or Entry Permit in accordance with the laws and regulations;
4)Proof of health insurance with insurance coverage value minimum USD 100,000 which cover the COVID-19 handling costs;and
5)The proof of booking the accomodation as long staying in Indonesia.
Monitoring, Controlling and Evaluation;
a. The Regional COVID-19 Handling Task Force, which is assisted by the public transportation organizing authority, organize the travel and public transportaion by establishing an Integrated Security Post;
b. Ministries, TNI, Polri and Government have the right to stop and/or prohibit people from traveling on the basis of this Circular. They shiyld supervise to ensure the implementation of health protocols and self-quarantine through telephone, video calls and field checks;and
c. The agency is authorized to carry out disciplining of COVID-19 health protocols and law enforcement in accordance with the provisions of the applicable laws and regulations.
This Circular Letter comes into force from14 October 2021 until a time specified later.
